Kill the HST. A British Columbia Initiative petition to kill the proposed 12% Harmonized Sales Tax (HST) on virtually
all goods and services in BC, has been approved by Elections BC, former Premier, Fight HST leader and petition applicant Bill Vander Zalm announced Thursday. Vander Zalm is currently travelling on business in California but issued a statement: “The citizen’s Initiative
petition is our first move and it is the people’s opportunity to tell the governments that we are still a democracy
and not totally an elected dictatorship,” Vander Zalm said. “The Initiative is also the people’s opportunity

Finance Minister Colin Hansen took on the ultimate fighter role Friday afternoon as he vowed to go mano-a-mano with his detractors in the tussle over the
contentious taxation.Hansen said at a hastily called media conference following the anti-HST rally in downtown Vancouver that
was attended by about 5,000 people. Hansen called Vander Zalm "a discredited former premier" with an axe to grind.

last fall invalid, effective immediately. In reasons for judgment released Tuesday, Supreme Court Judge Laura Gerow declared
the embattled Coleridge’s council seat vacant, and ordered him to pay $20,000 toward the cost of a byelection.

Spallumcheen, a farming community nestled in the North Okanangan, is the largest municipality in southeast
British Columbia. Spallumcheen was incorporated on July 21, 1892 and covers over 64,000 acres of farmland. The city of Armstrong,
an independent community incorporated in 1913, is situated in middle of Spallumcheen. Since that time, we have two independent
communities, or two legal entities. Both communities have independent administrations, mayors and councils. Both communities,
Spallumcheen and the City of Armstrong, sharing many responsibilities together, like the Armstrong-Spallumcheen Fire-Department, the Armstrong-Spallumcheen Park &Recreation Commission and many others. This is also applicable to almost all our service
and social clubs. Members of both communities work very hard together, by serving both communities. In the summer time residents

Spallumcheen Centennial Celebration in 1992. The Centennial was a year to remember for Spallumcheen and Armstrong residents. Residents of both communities participated. The Centennial
parade was a highlight during the celebration. Former residents of Spallumcheen were present traveling from far away,
and council and volunteers made it a success.
Spallumcheen residents Ron Hitt celebrated his 99h birthday during the Centennial year in 1992. Mayor
Guenter Rieger, his wife Regina and the Hulcar Ladies congratulate Mr. Hitt on his special day. A special tee afternoon was
held at Hulcar hall.

re-elected for a second term as Mayor for the Township of Spallumcheen. News paper reprint: The community has spoken. "Mayor
Guenter Rieger was the only incumbent mayor in British Columbia re-elected, with a brand new Council. Mayor Guenter Rieger
with his brand new Council stearing ahead.... Congratulations, and all the best for Spallumcheen Council 1993-1996.
A new direction for Spallumcheen. The new council wasted little time in getting things
done. Council passed several motions, including a motion to support the principle of Recall and Referendum,
a process Mayor Rieger lobbied unsuccessfully for in his previous term.

A Very significant step for community involvement is the step to offer Spallumcheen taxpayers Citizens Initiative Referendum
and Recall, Mayor Guenter Rieger said in his inauguarl address. "This council will go into Canadian history, since
Spallumcheen will be one of the first community in Canada to make such an important move."
Minister of Municipal Affairs Darlene Mazari presented Mayor Guenter Rieger a check for the Township of Spallumcheen. The Grant can be used to identify solutions and possible restructuring for 17 independent
water districts supplying residents and farmers with water. The Minister and staff provided of lot of support to the Township,
by helping and identifying the role of water districts.
During his administration many companies were re-located to Spallumcheen's industrial park. This provided
more than 400 jobs, almost 9% of Spallumcheen's population.The expansion of the existing and new industrial park will guarantee
Spallumcheen taxpayers a healthy tax base for the years ahead. The Road Inventory Study, completed in October of 1996,
examined all roadway segments in Spallumcheen and developed a raod maintenance and upgrading plan for the 240 km roads in
Spallumcheen. This was the first road inventory study in Spallumcheen's history.
